Meet the DCI Team
Jonathan Piercy, BS.c, TEP, Director, Cayman Islands Department of Commerce and Investment
As Director of the Department of Commerce and Investment, Mr. Piercy leads the organization’s efforts to stimulate local business activity and attract appropriate long-term inward investment into the Cayman Islands. He is a strong advocate for the establishment and maintenance of productive public-private sector partnerships as catalysts for economic growth and diversification.
Mr. Piercy’s stellar business background spans 15 years and is comprised of international banking, trust and estate management, client relations, operations and compliance experience. He held positions at Barclay’s Bank and Cayman Islands Monetary Authority prior to this appointment. Mr. Piercy is a member of the Immigration Review Team and the Society of Trust and Estate Practitioners (STEP). He is also a past chairman of the Cayman Islands Water Authority Board.
Mr. Piercy graduated magna cum laude from Florida A&M University with a Bachelor’s degree in Finance.
Lesley-Ann Thompson, Head of Marketing
Lesley-Ann joined the DCI team in February 2009. She learned the art of using strategic tools to create demand for brands as Account Manager with global advertising giant, McCann-Erickson and successfully used that knowledge to lead pitches and manage "wow" campaigns for Coca-Cola, American Airlines, Johnson & Johnson, Smirnoff, Nestle, BMW & Mini.
Prior to coming on board, Miss Thompson worked with Jamaica Trade and Invest as Marketing Specialist for their Legacy Programme (a government initiative to maximize economic outcomes from hosting Cricket World Cup 2007), and has done private marketing consulting work for independent clients. She's also worked in the tourism sector in Jamaica and the United States. Lesley-Ann holds a Bachelors Degree in Tourism Management from the University of the West Indies and a Masters in Business Administration with a Marketing Major from Florida International University.
Ryan Rajkumarsingh MBA, Head of Trade and Business Licencing
Ryan Rajkumarsingh was appointed Head of Business Licensing in November 2010. He has extensive experience in the accounting, auditing and management profession and has held the positions of Senior Audit Analyst and Senior Accountant in the oil and gas, stock broking and insurance industries in Trinidad.
Before his transition to DCI, he was a Senior Internal Auditor with the Internal Audit Unit with Cayman Islands Government and Finance Manager with H.M. Customs. He holds an MBA from Henley Business School and is accredited as a Fellow member of the Association of Chartered Certified Accountants and is a Certified Internal Auditor and a Certified Fraud Examiner.
Mr. Rajkumarsingh’s passion is working through the finer details and finding solutions to business issues using best practice approaches that work. A Native of Trinidad, Mr. Rajkumarsingh is married and has one child.
Charmaine Moss, Business Development Advisor
Charmaine joined the Department of Commerce and Investment in 2007 having previously worked as a Corporate Administrator in the Corporate Services division of Quinn & Hampson law firm. Miss Moss brings a wealth of experience in company registrations and incorporations to the SBDU team as well as the public sector knowledge she gained while working for nine and a half years as the Personal Assistant to the Honourable Attorney General, Mr. Sam Bulgin. She holds a Bachelor of Science degree in Business Administration from the University College of The Cayman Islands (UCCI) and a diploma in Business Support from the Chartered Management Institute in the United Kingdom. Miss Moss is also a Notary Public and an active member and/or volunteer with several charitable organizations.
Dwene Ebanks, Business Development Advisor
Dwene brings a wealth of experience, knowledge and skills to the DCI team as a Civil Servant of 14 years. He has served with the Department of Tourism as well as the Portfolio of Finance & Economics, where he managed promotions and represented the Cayman Islands at many overseas and local Financial Services conferences, events and exhibits. During his 7 years with the DCI, he has assisted many residents to achieve their dream of business ownership. Mr. Ebanks' discipline is in Economic Development. He has certificates for courses completed with the Economic Development Council in Washington DC towards becoming a Certified Economic Developer (CEcD). The EDC is the certifying body for Economic Developers who manage State and Federal Economic Development Agencies in the USA. Mr. Ebanks is a certified Business Advisor with Anglia Ruskin's University in the UK and also holds a diploma of Management from the University College of the Cayman Islands. Dwene serves as a District Representative for the National Hurricane Essential Relief Sub-Committee and has held leadership roles on the Management Council of the CI Civil Service Assn., the Housing Assistance Committee, and as past Chairman Labour Tribunal Board. He currently serves on the Parole Commissioner's Board at the Governor's pleasure and is also a Notary Public.
Shannon Francis, Business Development Advisor
In addition to providing advice and support to local entrepreneurs, Shannon is also responsible for assisting foreign investors seeking investment and regulatory information. Shannon has an International Diploma in Compliance from the International Compliance Association in the UK, and a Bachelor of Science Degree in Public Health with a minor in Sociology from the University of Wisconsin.
She is currently pursuing a Masters in Business Administration (MBA) from the University of Leicester in the UK. Shannon joined the organization in 2004 and has more than 7 years invested in the Civil Service.
Lolita Bodden, Business Development Advisor, Sister Islands
Lolita Bodden, a Cayman Brac native, is the Department's representative for the Sister Island's office. Ms Bodden has a background in Human Resources (HR) and Business Administration and Management. Prior to joining DCI, she was the Manager of the Sales division for the largest car dealership in Cayman: Car City Sales. Previously she was with US car manufacturer General Motors for five years initially as HR Manager and later promoted to District Sales Manager for the Caribbean & Bermuda territory.
